I'm having a little trouble visualizing a bathroom at a fairgrounds. But at a campground... At some fair grounds the livestock barns have bathrooms complete with showers. These are so that participants don't have to leave the grounds when they need to freshen up. Miniature horses and pigs have become popular and with more and more people claiming they are "service animals" I suspect the sign is a result of nitwit taking their miniature horse in to the bath room a at a camp ground and using the shower stall to give it a bath. My nearest park which was just fine before the measure was the first to have plans approved, the first to break ground, and the first to open.
