That little oddity has been noted by more than once. And more than a few articles have been written about it. It's also not limited to De Carlo as Lucey also drew them that way. In fact Josie, Midge, Sabrina, Cheryl, Nancy and Valerie are all drawn almost identically. Hair Color/Style and personalities were all that really separated the characters. Even the moms in the strip were only slightly modified versions of the girls.
