Surveillance targets rarely notice the stakeout vehicle just across the street, even if it pulls in or pulls out right behind them. Ducking down enough to just peek over the edge of the door or dash always evades bad guy detection. Stakeouts can photograph with SLR cameras with huge lenses with impunity. No one ever notices people repeatedly climbing in and out of a van if it's marked with the logo of a service company. A SWAT stack will always be led in by detectives with handguns and vests.
