It’s a weed that grows a stem with the flower head you see in the picture. You pluck the whole stem bend it as shown and pull sharply to pop the head off. Point it at people like shooting a rubber band. I believe you do not have this weed in Florida. Spent many summers there visiting my Grandparents.
