If I picked Maximilian the third, I'd use Roman numerals - III.

 

Two Gun Frank or 2 Gun Frank? Hmmm. Probably write it.

 

6-gun Samurai. Use the digit.

 

So I guess the answer would be - it depends.

I read a story awhile back about a prospector during the Alaska gold rush who filed a claim on a small piece of ground between two claims that weren't staked out correctly. I think it was seven feet wide, IIRC, and he ended up being called "Seven foot [name]" I can't remember the name... but I always thought it would be a good alias. Overthinking it, I started wondering if it would be "7 foot Smith" or "Seven foot Smith".

My veteran license plate is 4T R0D (yeah, that's a zero not an O) with space for 8 digits.  My disabled vet plate has space for 5 and reads 4TRD2

I don't think the state of TN has 'personalized' custom plates for disabled vets.   We have 'DV' plates of which some

have the U.S. Flag as the background, but I don't think we can get personalized DV plates.

 

We do have DV  'PERM' plates which never have to be renewed nor any registration fees.

When I applied numerals had to be spelled out.  However, thing could change.
