All I can tell you is it is a home made gagit not sure what it would be used for

I’ve been building furniture for 40+ years and never seen something like that.  
 

With context from a video you might have discovered a tool I need to add to my collection.

Cool, but seems like a lot of work to avoid raising the blade and using a wrench. But that's just me.

It doesn't tighten the arbor nut.  It starts it on the arbor, and spins it down to where it needs to be tightened with a standard wrench.

After watching the video you definitely need one just for the “cool” factor. :)
Besides you could be the only one on your block to have one. :)

My saw is an old Rockwell and the shaft comes right up to the table. Other than forgetting on occasion that it's left hand thread, it hasn't been an issue. 

I do agree however that the gear gizmo is pretty cool and innovative.

Freeking Brilliant.  Also noticed he used the same gear train to run his twin screw End Vice.  It was also meant to be a really FUN project.
