A television news crew is outside Studio 54, extremely well known, quite popular, "you can't get in here" disco in New York City at the time. They are interviewing an employee about supposed cocaine use in the Disco. The employee is Belushi, and all the time he's explaining that "no, nobody uses cocaine here", his upper lip is completely covered with this white powder. And then at the end of the interview he brings his hand up, which has been below camera range, and it's got a powdered-sugar coated donut in it.
