Yes!!  Takes some thought and instruction to do it safely.

There’s no forestock and there’s a good reason for that. Shooter should carefully avoid a hand or forearm near the front of the cylinder when firing!!!

Hunted with one in the early 90s, long before I heard of SASS.

Accurate.  Slow.  Historically so-so, know they existed but never seen one in a historic photo.

What is the rationale for that?

Or, like here, is there any?

Supposedly, one could attack said firearm with a hacksaw and make an unregistered handgun.

.....  apparently 'twas once done and then used to rob a service station of it's days' takings ....

So could a SMLE.<_<

Then again, I'm applying logic to a school of thought and law that is irrational and illogical in the first place.

To me they are a fascinating firearm.

If you want a history lesson about them or want to order a custom-made one,

The Colt pattern is too straight - not enough stock drop to get a sight picture without turning your head kind of sideways. I wasn't looking for any such thing, but it was on closeout at a local store a few years back for about half price, so... :P
