According to the internet it is either a half an hour before after 7:00 (England) or a half an hour after before 7:00 (Germany). I don't know what it would be the rest of the world. I have never heard the term used here in the states. I found it in an online story that was taking place in Sweden. So if any of y'all use that term where you live, what does it mean there?
