Much of the world does not use the colons. 12 is 12:00 as is 1200. I don’t like it either.

I noticed that he does not use periods in abbreviations. Dr Johnson, for example. Or Mr Smith.

 

I figured he was just too lazy to use the extra effort to put a dot there.

 

But if he's going to be all international, like that, I wonder why he uses a period to separate whole numbers and decimals, instead of a comma like the rest of the world? Like we shoot 7.62 NATO, while the Brits shoot 7,62.
