Buying Used Non-Winning Lottery Tickets??? WTH???

Along with the McMaster Carr catalogs, this also popped up. Why would someone buy a stack of non-winning lottery tickets that state that they can't be used for second-chance drawings??? 

What am I missing here?

Why would anyone even try to sell em? 
I guess they know there’s one borne every minute.

Gambling tax deduction. Losses count as offset against winnings for tax purposes

Some folks have under the table lottery drawings based on day old tickets. Keep your old tickets.
