It's a cash crop, and the moral implications don't much matter to the farmers. So, you can go in, and burn it all down. And make all the farmers angry at you, so they'll shoot at anything that looks like you next time you see it. Or, you can wait until the product gets to the labs, and go burn the labs down and roll the traffickers up. Which works fine, but the people in the labs pay the local government officials off, and the local officials won't green light operations to destroy those labs. Local governments make money off turning a blind eye to these traffickers, that they aren't getting from regional and higher governments. Because basically the entire government institution in the country is broken, and corrupt. And all funding at all levels gets siphoned off as it trickles down, leaving almost nothing for infrastructure at the lowest levels. The Taliban tried to eradicate the poppy crop when they were in power, as those fighting the Taliban were using it to fund their operations. Now the shoe is on the other foot, and the Taliban is using it to fund their operations. The lack of action against it isn't the "coalitions" fault though, poppy eradication was one of the first things we handed back to the afghans to deal with. The Taliban's willingness to use brutal tactics can be attributed to their ability to limit the trafficking of opiates. Western politics limit our success.
