If postal inspectors even suspect a package contains ammunition or powder, they will open it here. I 've had packages of lead bullets only, opened for postal inspection. It must go common carrier. It used to be required to go orm-d, but I've heard that orm-d is no more. So I'm not sure how you ship it, but it has to go common carrier. But it is not hazmat.
