Two similar scenarios

dualist draws pistol, not happy with grip. Puts crown of muzzle (pointing straight down) against shelf while regripping

Shooter loads pistol with muzzle pressed (pointing straight down) against loading table.

no call in either case.

Answer rescinded due to change in the original question. "POINTING STRAIGHT DOWN" added after I had answered.

Sounds like the shooter didn't break the 170.

and pistol never left the shooters hand.

Both broke 170. 180 straight down ( maybe my OP was not clear!)

straight down, 90 degrees, is only 5 degrees of the 170  pretty close to make a call,,,,  the 170 applies at the LT as well

The 170° doesn’t always apply at the loading table. It depends on stage design. For instance, the way the stages at EOT are designed, the 170° doesn’t apply at the loading or unloading tables.

Ah, you've changed a key part of your WTC description.

That would make a difference in the call, as Smokestack has already addressed.
