It's not really surprising. Most of the area in the photo in the OP had already been built up as residential, so that wouldn't change much. Golden Gate Park wasn't going to change, and the Presidio and its surrounding land wasn't going to change. It filled in to the south, and the Bridge Across the Golden Gate was added.
