CBB, before "gun fighter friendly stages" became a thing, we split pistols or pistol locations regularly. IE 5 pistol, 10 rifle 5 pustol or 5 from here then 5 from there. Since a non GF shooter would have shot a gun empty at the 1st instruction, there would be no opportunity to "strategically reholster" therefore it was unnecessary to point out to non GFers that reholstering as a strategy is not allowed. Having both guns out w/ adrenaline running, some double cock, and the TO unable to focus on two hammers simultaneously, it would be easy to reholster a cocked pistol. Is the risk of being shot in the leg worth this? Again we can just replace the word gunfighter w/ shooter and your problem is solved: "fair and equal for everyone"
