One of the choices is to skip to the next target in the sequence; the shooter earns a miss for the unfired round but no procedural because: “Levering the rifle (ejecting a round) is considered ‘engaging’ under [the definition of engaged in the SHB] as it applies to the above listed options.” Stage instructions require the shooter to sweep the rifle targets. Shooter hits R1, cycles the rifle fully, ejecting the first spent case but no round is chambered. Shooter aims at R2 and gets a “click”. Shooter cycles the rifle and engages/hits R3, then completes the string without further incident. Did the shooter engage R2 by levering the rifle (and perhaps by aiming at R2 and pulling the trigger on an empty chamber), or does “levering” constitute engagement only if a live round is ejected in the process? What’s the call? For what it’s worth, the TO and spotters thought the shooter had ejected a live round, since he had fully cycled the rifle after shooting R1. Minor safety for live round in the carrier when discarded, unless corrected before firing the next firearm. No procedural, you are correct, shooter "engaged" the target.
