Single-shot break top AR pistols manufactured by an FFL with the correct manufacturing license are (I think still) legal in California. A face-to-face transfer with 4473 at an FFL of an existing AR pistol is (I think still) legal in California. Also think these pistols must have a fixed magazine with maximum 10-round capacity. All stripped lowers in California are transferred as rifles. You can not build your own AR pistol from a stripped lower legally in California (on this, I am sure.) The net (web) of laws in California make it difficult for me to be sure of anything there, particularly since there are both state and local restrictions, some of which conflict.
