Alice Stebbins Wells became the first U.S. policewoman when the Los Angeles Police swore her in, gave her a badge, assigned her a telephone call box, a rule book and first aid book. Why does the writing on the photo say “Police Woman (ideal - not actual)”?

 

She sure looks like she means business in that photo. :)

My guess would be that that means that it's a model playing the part of the perfect police woman, and not a real police woman that they took a picture of.
