Interesting question.

 

The immediate answer is the daughter was drunk. Mother beats (present tense, happening now) a daughter because she was (past tense, has already happened) drunk. Daughter came home drunk last night, and this morning mother beats on her, adding the pain of the beating to the pain of the hangover. Possibly she will remember this the next time she decides to get drunk.

 

Another possibility is that mother was drunk. Mother was drunk yesterday, so today she has a hangover, and the daughter is being too loud, so mother beats the daughter to get her to quiet.

 

If it had said, "mother beats daughter because they was drunk", it would mean the daughter was actually the son, but he's confused.
