Yep it is a Vietnam era Chinese military SKS stripper clip chest rig. Designed to be worn up high in the chest area and not down like a belt. When they imported a whole bunch of Chinese SKS's in the early 1990's there was a chest rig included and those were green, maybe an olive green IIRC.
