That one looks real rough and I don't know what that cylindrical item is. I have a collection of antique reloading tools, including two 44-40 tools, with directions, and have not seen anything like that cylindrical item. The only thing I can think of is someone made a primer catcher for some reason. This is my 1882 tool. As you can see, it does not have any holes drilled into the protrusion like the one in the link.
