Widder, SASS #59054
A couple years back, I heard there was a pending 'law' bill in congress that was gonna require FFL gunsmiths to have a manufacturers license if ANY modifications were done to a firearm. And of course, the cost of the manufactures license was over $2K a year. What happened to this pending legislation? Did it become law? ..........Widder

As of 2015, they were still drawing the line at making a frame/receiver: https://www.atf.gov/file/11711/download But then there is also this from 2016: https://www.ammoland.com/2015/01/atf-reverses-50-years-of-agency-practice-to-go-after-home-made-gun-makers/#axzz5ZwQetGxj Then, in 2016, a certain former President decided to redefine "manufacturer": https://www.forbes.com/sites/frankminiter/2016/08/08/now-the-obama-administration-is-after-gunsmiths/#662e7b0d4649 I did a quick run through ATF's site and Westlaw, and could not find anything more recent changing the actual regulations, or adopting the overly broad Obama-era definition of manufacturer.
