I have a Gun Law question.....

A couple years back, I heard there was a pending 'law' bill in congress that

was gonna require FFL gunsmiths to have a manufacturers license  if

ANY modifications were done to a firearm.   And of course, the cost

of the manufactures license was over $2K a year.

 

What happened to this pending legislation?

 

Did it become law?

It went out the window with Obama !

Well, there is this from 2010:

Per BATFE, no requirement for gunsmith to be licensed as manufacturer just to repair/install accessories.

 

As of 2015, they were still drawing the line at making a frame/receiver:

Then, in 2016, a certain former President decided to redefine "manufacturer":

I did a quick run through ATF's site and Westlaw, and could not find anything more recent changing the actual regulations, or adopting the overly broad Obama-era definition of manufacturer.
