Stage DQ call

Had a situation very similar to the OP happen today. Shooter's first gun was pistol. After buzzer drew, cocked and followed hammer down with thumb (partway) which caused a light strike and no bang. Shooter hesitated and the TO said. Stop. Start over. TO told shooter to reset handgun. Stage went fine after that. After the stage was finished the shooter questioned whether they would be allowed to restart, once a pistol had been cocked, at an annual. The answer was, "Yes. As long as a round has not gone downrange and you de-cock under the direct supervision of the TO."
