rear sights on rifle

At our monthly match a cowboy showed up with a rifle barrel mounted rear sight that
seemed to have two faults. It was a barrel dovetail mounted with two closed
rings one inside the other. It seemed that you used the center ring to look
through to aim. It was not an open full buckhorn sight that can have the tiniest
split at the top to open it up and be legal. I would call it a peep sight. When I
use the search function of all three hand books I came up with the following
that would seem to be what I could show to the cowboy what was the issue:

 



Sights must look likesights available during the cowboy era—bead, blade, simple post, or
otherwise approved front sights (such as the XS Cowboy Express) made of materials such as

steel, iron, ivory, faux ivory, brass, gold, pewter, copper, or silver are allowed
.

 


The sight in question looks like a modern sight to me. (but the rule is about front sights or all sights?)


Tang mounted rear sights may utilize changeable “peep” apertures and eyecups.

To me this means that peep sights cannot be mounted on the barrel, only the tang behind the hammer.

Do I have all this correct to make a good call?
