Alpo Posted October 4, 2020 Posted October 4, 2020 Just from looking at them I would not think they were dock bumpers. It appears, from that little square hook it has, that they are designed to hook over the gunwhale of the boat.

They could be pontoon connectors for party cove with the lower black hook. Hook to the side of your pontoon, the white could fold down to hook the gunnel of the next boat. Making a SxS chain.
