My dad bought a hombre and he is having issues with the safety on the hammer. It dropped down and he cant get it to go back up. Google hasnt supplied any answeres either. Its the spring loaded piece right below the firing pin

The safety should only move forward from the hammer when the hammer is on safety notch, which pushes up on the internal rod. So obviously something is stuck, bent, or broken. Disassembly should show which. Is the screw loose on top of the hammer? Some folks have been known to remove the hammer safety parts. The hammer doesn't need them to function.

What Abilene said. Plus ...... It's not really a "Safety." In the sense that we think of "Safety." It's sole purpose is to pass the import drop test. It only moves "up" when the trigger is in the "Safety" notch in the hammer and there is pressure applied to the hammer. Taking it out is a good thing.
