What's the call?

At a stage at today's match, for the shotgun there are two knock-down targets (KDs), and two pop-up targets that launch a clay bird.  The stage instructions read:

 

Position 1: Shotgun Engage 1 clay bird target or two KDs
Position 2: Rifle Continuous Nevada Sweep
Position 1: Shotgun Engage 1 clay bird target or two KDs
Position 3: Pistols same as Rifle
Position 1: Shotgun Engage 1 clay bird target or two KDs

 

The instructions say:

Clay Birds are 5-second Bonuses, must be Engaged; Shotgun Targets must be made up at the time they are missed.

 

At the beep, cowboy shoots at two KDs, misses one, reloads two shells, hits the standing KD, shucks the live and spent shells. moves to Position 2 and completes rifle fire, returns to Position 1, hits pop-up and misses the clay bird, moves to Position 3 and completes pistol fire, returns to position 1, misses the pop-up with the first shot, hits it with the second to launch the clay bird, realizes he is out of shotgun shells and does not shoot at the clay bird.

 

Now, engaging and missing a clay bird is not counted as a miss.  But what is completely failing to engage the clay bird at all?  Miss or Procedural?  Some likened it to jacking a live round during the rifle course of fire and simply not taking the 10th shot -- that is, as a miss.  Others thought that because the instructions state that clay birds "must be engaged," it is a procedural to not follow that instruction.

Were the targets engaged with the proper firearm? Yes, No P.

Were the targets engaged in the proper order? Yes, No P.

Were all targets hit with the appropriate ammo? No, Assign Misses.

As explained, missing the clay bird does not count as a miss, according to the instructions.  The Miss Flow Chart is ambiguous in this regard.  PaleWolf Brunelle's answer makes sense to me.  I was the TO; after some discussion, it was called a miss.
