I find the statement that a separate survey of Californians that 15-20% of recent purchasers of firearms didn't go through a background check.  CA has had a universal background check law for decades.  I can't imagine that criminals are that stupid as to report that they own firearms.  The only legal way 15-20% could answer that way is if they acquired the firearms when they were residents of another state.
