Al Capones fault.  Or maybe crooked politicians cause murders.  It is like every other third world country, the people running it shift the blame to someone else.  For many countries it is the USA.  For Chicago the gun.  Does Chicago think they should cut spending on police or have even the stupid sheep figured that out.
