Hate Judge shopping, but if one judge failed to impose an injunction and another one did, then there is an injunction! The law cannot be enforced at least in the region of the Judge that issued the injunction! Most of the time this will spill over into other regions as well.

Thanks.  My WAG is that they had an appeal all ready to submit when the judge in Chicago issued her ruling and as soon as her gavel hit they submitted it.
