Term limits COULD be passed by the several states!  Many states limit terms in office for those elected to positions in those states! Nothing says that they can’t do the same for the election of national representatives.

 

Congress could do the same, but it’s hard to imagine many of the freeloading career politicians voting themselves off of the gravy train!!
