What's the call?

Setting:

Pistols 5+5 Fully Holstered

Plate rack has five knock-down targets and a Dump Target next to the Plate Rack.

 

Instructions:

With Pistols Engage plate rack, once all 5 targets are down place any remaining rounds on Dump Target. 

A Miss on the Plate Rack is not miss.

Plates still standing are misses.
Misses on the Dump Target are misses.

 

Shooter engaged the Plate Rack with first Pistol, knocking down only one target after five shots.  Shooter then knocked down three more targets with first three shots from the  second pistol.  Shooter then hit the last standing target and, thinking that it would fall, then placed his 10th shot on the Dump Target.  However, the fifth target did not fall, and instead remained still standing.

 

TO called (1) a miss for the plate still standing, and (2) a procedural for shooting the dump target before all 5 targets were down.
