I think I'm going to have to call shenanigans.

 

"The average wage is $6.40 a month. Bullets cost a dollar each. It cost too much to shoot people. Homicide and violence has gone down."

 

Bull.

 

You take your normal everyday garden-variety violent gangster thug, and if he cannot afford to shoot you, he will cut you with a knife or hit you with a club. You do not need a gun to kill somebody. There ain't no way in hell that violence has gone down with an economy doing that.
