The lever on the 73 has to be 100% closed before the trigger safety pops up out of the way of the trigger. Watch the trigger safety - you can see the actuator nub and the block behind the trigger just by looking at the lower tang as you pull the trigger. IF the block does not pop completely clear of the back side of the trigger as the lever snugs up to the lower tang, you have a badly fit safety lever (or a bent lever). If PGW gave you an action job and left you with a trigger pull over 4#, I would be real surprised! (And I would send it back for the work they forgot.) Lightening and smoothing trigger pull is mostly about adjusting (stoning) the upper trigger (sear) and the hammer full cock notch so that the motion of the sear is exactly radial to the hammer pivot pin, and the hammer notch and sear tip are finely polished. Just like any other trigger work. And just as tricky to get right as any other trigger work. Uberti has, over the last five years, taken to badly-cutting the hammer notch angle with a ton of angle (causing an increasing trigger weight as it is pulled) that can result in up to 10# trigger pulls from the factory.
