Gun owners and sportsmen earned a major victory with the passage of anomnibus firearms bill, Senate Bill286. This NRA-supported bill was signed into lawyesterday by Governor Robert Bentley ® and will take effect on August1.The NRA thanks state lawmakers who voted for SB 286, Governor Bentleyfor signing it into law and all NRA members who contacted their statelegislators in support of this reform. Special thanks goes to SB 286’s sponsors,state Senators Scott Beason (R-17) and Roger Bedford (D-6) and stateRepresentative Ed Henry (R-9) for all of their hard work to protect and restoreSecond Amendment rights of all Alabama residents.Senate Bill 286 willprotect and restore your Right to Keep and Bear Arms in Alabama by reforming thestate gun laws in the following ways: Allowsthose who possess a valid Alabama pistol permit to keep firearms stored in theirvehicle while at work, as well as allowing those who possess a valid Alabamahunting license to store an unloaded rifle or shotgun used in their vehiclewhile at work. Allowstransportation of a handgun in a vehicle without an Alabama pistol permit aslong as the handgun is unloaded, locked in a container and out of reach of thedriver or passenger. Shifts thecurrent “May Issue” concealed carry permit system to a “Shall Issue” permitsystem and requires that a sheriff must issue or deny the carry permit withinthirty days. Should someone be denied a permit, a written denial must beprovided and that applicant would have an opportunity to appeal thedenial. A permitto carry a concealed pistol shall be good for one to five years (to be decidedby the applicant seeking the carry permit). Requiressheriffs to use the National Instant Criminal Background Check System (NICS) toconduct a background check on concealed pistol permit applicants. Allows forall other valid state-issued permits to carry a concealed firearm to berecognized in Alabama. Strengthens Alabama’s firearms preemption statute byreserving for the state legislature complete control over regulation and policyrelating to firearms, ammunition and firearm accessories in order to ensure thatsuch regulation is applied uniformly throughout the state. Extendsthe current Castle Doctrine to include places of business to ensure the right ofself-defense does not end when you enter your business. Link to comment
