question about ammo from handbook

Copied from the rule book: "Ammunition with bullets recessed below the case mouth is disallowed."

 

just curious--why?

If I remember correctly...it was 1999 at the TG Summit. This was added because someone was loading wadcutters so deep the bullet was actually recessed in the case mouth. It was supposedly difficult to differentiate them from empty rounds and therefore a safety issue.
