It's when every line has references to 18 other paragraphs, sections, subsections, of other laws, or parts of the same law, that it gets confusing. I will admit that I had to look up one of the terms: What is a nunc pro tunc in Black's Law Dictionary? The phrase “nunc pro tunc,” a Latin phrase translated as “now for then,” denotes that an act has retroactive legal effect through a court's inherent power. Black's Law Dictionary 1097 (8th ed. 2004).
