Assemblyman Mike Gipson’s AB XX (bill number TBD) would define an “unfinished frame or receiver of a weapon that can be readily converted to a finished frame or receiver” as a firearm and make it a misdemeanor crime to sell “unfinished” frames or receivers without a license. AB XX would also require that “unfinished” frames and receivers be transferred through a licensed firearm dealer, submitted through DROS, and subject to an unconstitutional 10-day waiting period.
