REF: SHB pp.12 & 23   The 30-second penalties for SOG (shooting) and FTE (non-shooting) are often misapplied (or attempted) for offenses that are actually MDQs. (e.g. "Unsportsmanlike conduct" or "Belligerent attitude") There is no provision for giving a warning for the first of either of these infractions by a shooter, if the INTENT (on of two criteria required) is admitted or blatantly obvious.   FWIW - I had the dubious distinction of assessing the first SOG
