Most of the process is identical to NICS other than doing all the steps manually. The ATF could swap all those manual steps where NICS does the same thing. The "passport" photo and fingerprints are at best markers of a previous time and different technology.

 

Another area with waste is gun trusts. A copy of the trust needs to be submitted with every transfer, and the trust must be reviewed. This even though that exact trust has been reviewed in previous transfers and it is an identical boilerplate to many other trusts. This adds weeks to approval, may not have ever helped solve or prevent a crime, and consumes resources better directed to finding identified criminals.
