I think that except for capital cases, an habitual offender should be imprisoned for lengthy terms and be put to hard labor. There’s plenty of land where prison farms and resource recovery could be put in place and these malefactors could be “employed” profitably to make restitution for their crimes! For people who commit violent crimes, I don’t believe, and no one will ever change my mind, that chain gangs are cruel and they certainly shouldn’t be unusual! 2 Quote
