It isn't voting rights. Which suggests a question. States are only to charge a fee to the extent they are for actual costs. If, for carry permits, the state could not charge a fee, I wonder how little a background check would actually cost. 1 2 Quote

The NICS system is nationwide and in California there is no charge to the state from the FBI or BATFE. The state charges $37.00+ dollars for their DROS fee and everything else is apparently added on by local governments and the examining office! These are the fees for the transfer of possession of a firearm which should be the same as the cost for a background check for a permit to carry. The clerical costs should be limited to the cost of the actual paper, the printing apparatus, and an amortization of the cost of the employees to perform the printing, filing, and interviewing if required. My entire monetary outlay for my original carry permit, INCLUDING THE PRICE OF AN EIGHT HOUR CLASSROOM/LIVE FIRE QUALIFICATION, was only a little over $185.00. That also included a fingerprint technician recognized by the state, a box of ammunition, a rental firearm if needed, (I didn’t) and all of the classroom materials, certificate of qualification, range time, and targets. The first time fee with the state, (no local government entity was involved) was $115.00. Today, there are two levels of carry permit, (either of them are useful as bonafides in many other states if you travel) and we also have a form of “Constitutional Carry” that requires no permit if you’re not otherwise prohibited from carrying, but is more restrictive than either of the permits. The permit I hold is now called “Enhanced Carry Permit” which allows open or concealed carry with fewer limits on where and when I can carry. It is valid for eight years, costs $100.00 for the original application (lifetime permit is available for an additional fee) costs $50.00 if you renew it online, and is recognized in many other states. A second level permit is available for $65.00. It requires a lower level of training, (a hunter’s safety course or other specified equivalent) only allows for concealed carry, and doesn’t allow carrying in many places such as parks, schools that otherwise allow carrying, and certain other places. It’s also good for eight years. Realising that other states might have higher or lower costs for clerical work and or actual materials, I think anything more than a couple hundred bucks or so is unfair! Nationwide Constitutional carry should be the law of the land with “enhanced” levels of permits available for those who are able and willing to qualify for additional privileges. Quote

I have the same permit, and used to teach the class as nobody else would during CoViD. There may still be one state (was two) which does not honor the concealed only versus enhanced permit, have not checked in a while. And the concealed-only is valid in parks, just must be concealed. Can carry openly off of park grounds. Enhanced holders can carry openly in parks. Both permit holders can carry openly off of park grounds, as can those with no permits, under permit-less carry. Still a mess as these changes got passed in a different order than envisioned. Other than possibly one state and not worrying if you flash accidentally in a park, there are a few specific situations where an enhanced permit is needed. Very few will ever be in those situations. This includes employees at certain schools, and a few situations at private and church schools (which can give permission, but only to enhanced holders). They should be. There is case law supporting this. But what about the bureaucracy which finds a (any) way to slow-walk every step and run up administrative costs? That is abusive even if the total is still technically a re-imbursement of state expenses. What is our individual share of election costs? Does not matter, paid out of collective taxes, not the fixed amount by each individual taxpayer. And what might the cost be for each individual voting taxpayer if the state could demand individual payment to disfavor poor voters, or all but rich voters? Anyway, $1,500 is clearly abusive. I can not see how those fees will not get struck down. My hope is the mere act of trying to charge them results in all fees stricken just like all poll taxes. It is hopefully an opportunity to set this right. And if a state had to pay for background checks out of the general budget, might a state find it is better to just focus on criminals and leave presumably law-abiding citizens alone? Dr. Zook Posted July 6 Posted July 6 The Arizona initial Concealed Weapon Permit (CCW) application fee is $60. Renewals are $43, and replacements for lost or damaged permits cost $10. Still have finger print fee and class fee ontop of the initial application for CCW. Permit is good for 5 years. Quote
