He is very informative but talks really slow.  If you change the playback speed to 1.25 it really helps.

I had seen a reference to an insert in period bullets and wanted to know why some did and others didn't

Rifle muskets were much faster to load if the bullets were smaller than the groove diameter of the rifling. It was thought necessary to include the base plug in the Prichett bullets to expand them to take the rifling.  The Minnie bullets were simply hollowbase, which proved all that was needed to get the bullets to slug up from the BP gases.
