It is not a national flag because Florida is not a nation. Florida is a state, so it has a state flag. I just saw a picture, and the caption said it was the Puerto Rican national flag. Puerto Rico is not a nation, so it cannot have a national flag. It also is not a state, so it cannot have a state flag. It is a territory. So would that be the territorial flag? 2 Quote
