That’s because nearly every police car has License Plate Reading systems on board. (I learned this from my brother who knows many police officers) If you have tickets or warrants, if your insurance has lapsed or if your car’s annual “safety”’inspection has lapsed the police know immediately as you drive by. I was told that the  systems can also scan the vehicle to determine if the plates match the make, model and color, which can help spot stolen plates or stolen cars. I looked at how many there were in Southern California.
