Memphis passed a law with many restrictions, but the law will only become effective when (if) the state legislature eliminates pre-emption. Plaintiffs brought suit anyway. Reading the actual ruling, the law in question is absolutely "dead as a doornail," case dismissed with plaintiffs to pay costs.

Drain funds from pro- Second Amendments organizations.
