It took some digging,  but I  i found that per 836 d (4)  sec. 8,  paragraph 7 g the statute is only applicable if your primary residence is on or west of the ridge line of the Coast Ranges.

Texas Code 839, I (d) , 10, (T) says that if you live in the Permian Basin

you must drill one (1) well at least five thousand feet (5,000 feet) per quarter acre per year. Failure to comply will result in being forced to drink a 12 pack of Texas Pride Beer per day until you are in compliance.

Sadly, this bit of humor could not be done in CA today.
Same as "Blazing Saddles" could never be remade in CA, either.

I watched the trash trucks just dumping the trash and the recycling into the same compartment of the truck.   The only thing that a separate truck has used for was yard waste.

Here, we have a separate truck for yard/green waste.

Another separate truck for Recycle, and a third for Trash.

That's what they do here now.   Have to wonder if the carbon footprint of 3 large trucks is offset by whatever the reduction is in the recycling.   The yard waste gets composted and either used by the county or sold to the public.
