Is there any regulation regarding the use of medical tape on fingers to prevent blisters at large matches?  Is medical tape allowed?

There’s nothing against it.
 

Most times health things are accommodated or understood. I’ve seen several shooters use some kind of tape or wrap to help with carpel tunnel or other things.

I don't see a rule on this specifically.

What I do see is modern shooting gloves are outlawed, but otherwise B Western costuming does allow gloves as an optional item.

 

Considering wraps on trigger guards or levers, they must be of leather or faux leather.

 

I can't see a modern bandaid on actual blister being a problem, but I have no definitive answer.

Not apples to apples, but before they legalized leather base pads on 1911 mags in WB, I couldn't make it through a match without having to tape my palm after pinching it in the mag well.  :)  No one ever called me.

Definitely you may need a bandaid on your trigger finger in case that 73 trigger bites it.  Don't ask me how I know.  It don't happen now since I changed it to a straight trigger.

Absolutely!!!

One of the better WB shooters at my club used to look like someone headed to the emergency room with all the cuts and tape from the steel base pads. His commentary was “if you ain’t bleeding, you ain’t doing it right”

I've had the Marlin bite a few times. I carry a small first aid bag with bandaids in my cart and no one ever had a problem with me wearing one if I needed it.

I have a bone spur on my trigger finger. No problems usually with cowboy, but Wild Bunch will typically blister it without a band aid. I don't see a problem.

Just to be clear, you're not talking about taping your fingers so you can fan the hammer like the guy on YouTube, right? SASS doesn't allow fanning.
