Coast guard sees a suspected boat and calls Heave to and prepare to be boarded.

 

what is the protocol if they don’t? Shot over the bow and then sink the vessel and arrest any survivors?

First is warning shot over the bow followed by a sniper taking out the crafts engines.

The bright objects you see occasionally dropping from the helo is the hot brass from the sniper rifle.
